Ethel Phillips tiene varios programas y recursos disponibles para los estudiantes y sus familias. Un programa especial es el Programa Alternativo Bilingüe también conocido como Programa Bilingüe de Transición Temprana. Este programa se está implementando actualmente en la escuela Elemental Ethel Phillips del Distrito Escolar de Sacramento.
La meta del Programa de Transición Bilingüe es la transición de los estudiantes a clases de solamente ingles en el cuarto grado y adelante.
