About
Ethel Phillips is located in what is known as the City Farms neighborhood which is located between the North and South borders of Sutterville Boulevard and Fruitridge boulevard. The community we serve extends beyond these borders, but we are surrounded on the east by light rail and Franklin Boulevard.
This community has many generations of families that continue to frequent Ethel Phillips as their home school. The school has been a part of this community for over 70 years.

Welcome to Ethel Phillip Elementary School’s website. It is an honor and a joy to be able to work with your children. Our group of dedicated and caring educators and staff look forward to serving you and your children.
We believe that learning should be fun and that an elementary school should pave the way for a lifetime of learning. It is our hope that the website will serve to enhance the communication between school and home. Please don’t hesitate to let us know if we can be of any assistance. Together as a team, we will continue to provide a safe and caring learning environment for all children to grow and be successful!

Our Vision and Mission
The students, families, staff and surrounding neighbors of Ethel Phillips School are working together to support all students to develop cooperation with peers, creativity, personal responsibility and accountability. Students will achieve academically and develop critical thinking and problem-solving strategies that will lead to success in an ever-changing world.
In order to bring our vision into reality, we will:
- Develop cooperation within the community
- Foster students’ creativity.
- Teach responsibility.
- Provide quality instruction of California State Standards.
- Encourage opportunities for students to think critically and solve problems.
Ethel Phillips Elementary has high expectations for students. Teachers work as a team to encourage students to be independent learners and use a variety of small group methods to develop problem-solving skills, cooperation, and higher-level thinking skills. The staff works closely with parents and other community members to be responsive to the needs of students and the community.
